The Central Bank of Nigeria (also known as the CBN) formed NIRSAL (Nigeria Incentive-Based Risk Sharing System for Agricultural Lending) as a non-bank financial organisation to tackle the agricultural industry's lack of access to funding and credit. It was established to facilitate the availability of affordable financing into farming and to simplify it by lowering agricultural lending risks and boosting the value chain.

NIRSAL offers a wide range of services to boost the agricultural value chain, including professional help, sharing risk arrangements, and insurance products. It also insures loans to investors in order to encourage agricultural investment.
The goal of NIRSAL is to give enough technical and financial aid to farmers, agricultural businesses, and other value chain participants.
The loan is divided into two categories; The Non-Interest Targeted Credit Facility (TCF) and AGSMEIS

The Non-Interest Targeted Credit Facility (TCF) is an initiative that aides Nigerian households and Micro, Small, and Medium Enterprises (MSMEs) that have been hit by the COVID-19 pandemic. This package is a no-interest loan designed to fund crucial business assets until they can become stable. This loan is also available to the homes that continue to strive to make ends meet.

The TCF has a financing highest point of N2,500,000.00 and a repayment period of three years along with a six-month moratorium. The moratorium is a grace period offered by the financial institution to the borrower that allows them to postpone payments.
