Why are banks paying customers same old notes that CBN wants returned?

To me, it feels a bit hypocritical when CBN wants Nigerians to return all old Naira banknotes to their banks, yet when the customers want to make cash withdrawals across the counter, commercial banks must not pay with new banknotes but still the old one.

I'm just wondering how the January 31st 2023 deadline would play out.

For now, the new notes are available via ATM machines withdrawal.
