Why are banks paying customers same old notes that CBN wants returned?

To me, it feels a bit hypocritical when CBN wants Nigerians to return all old Naira banknotes to their banks, yet when the customers want to make cash withdrawals across the counter, commercial banks must not pay with new banknotes but still the old one.
